"Toni" as she was affectionately called and known by many, attended the Atlantic City Public Schools and graduated from Holy Spirit High School in 1973. She earned her Bachelor's degree from Georgian Court College. She also attended the University of Pennsylvania, where she earned her Master's in Social Work.
